Aquantis City

Aquantis City is the underwater capital of the Aquantis Dominion. It's the oldest still-standing settlement in Zairis as of 10110 DC, and the largest underwater settlement with a population of 10.26 million. It was built into a great coral reef whose formation was guided by the Primordial Randegosa.

Infrastructure

The city is structured into tiers built into and around the great coral reef of Aquantis. The top tier is on the surface and is considererd its own administrative unit under the Dominion as the town of Waveport, and functions as an entry zone and welcome center for visitors from the surface. From afar underwater, the city looks like a gigantic spinning top on account of the Aquantis Sea Lift that carries surface visitors to and from Aquantis City proper, which forms the bulk of the city's structure.

The next layer down from Waveport is called Photicia. It is fully underwater, but most of it is an air-filled interior space. It's where most permanent residents who are not aquatic dracons reside.

Beyond that is the layer called Bathyal. Only a select few areas in this zone are filled with air, but otherwise, surface dwellers have to use magic or underwater equipment to survive there. The Blue Council meets at this level.

The lowest layer accessible to the public is Benthos. At this level, the water pressure is strong enough that only blue dragons can withstand it for extended periods, and thus they are the only beings who take up permanent residence there.
