Empyrea

Empyrea is the uppermost tier of floating islands in the Thousand Eyries, hosting the Apec Citadel on the very topmost island, the city of Paragon on the largest islands immediately below that, and a region of mostly more sparsely populated smaller islands with towns, villages, or entirely uninhabited, below, and around it.
